Foster Care

When children can't live safely at home due to abuse and/or neglect, the court can give temporary legal possession to CPS. Child Protective Services (CPS) temporarily places these children in foster care. The court and/or CPS will also place children with non-custodial parents, relatives, or close family friends who are willing and able to care for these children, when appropriate. Foster care placement includes:
  • Foster family homes
  • Foster family group homes
  • Residential group care facilities
  • Facilities overseen by another state agency
  • Kinship caregiver homes

Foster care is meant to be temporary until a permanent living arrangement is found and CPS no longer has legal custody of the child. However, for some children, it can become permanent. The term foster care is used to refer to all children in CPS custody regardless of the placement type. (See https://www.dfps.state.tx.us/)
